Saint Paul Mayor Melvin Carter presented his proposed 2025 budget Tuesday morning. The $855 million budget adds $24.5 million to the city’s general fund. It also includes a 7.9% property tax increase. According to Mayor Carter, this would increase the property tax on a median-value home by about $11/month.
The budget calls for a second annual St. Paul Police training academy. It also includes funding for six new firefighters, an electric fire truck and a new fire station for the St. Paul Fire Department.
The proposed budget also includes investments in housing, restorative justice, and services for the homeless.
“Every person in every family in every neighborhood and chapter of life must have access to safe, stable, affordable housing,” said Mayor Carter.
Carter says the budget lays the foundation for an “all-in” housing approach, which would protect low income renters from unfair housing practices, provide down payment assistance grants for first-time homeowners, and home renovation grants for homeowners who are struggling to maintain their properties.

The St. Paul City Council will now review the budget, which includes holding public hearings this fall.
